A non-custodial wallet is a wallet whose private keys are held only by you. An exchange account or a casino balance is not one: there the service provider holds the keys and your money is in fact a claim against them. The rule is simple — whoever has the keys has the money.
Why this matters to a casino player
A withdrawal to your own wallet is final. No third party can freeze it, reverse it or hold it conditionally. Withdrawing straight to an exchange adds the exchange's own layer of checks: a large and unexpected incoming payment can end up behind a separate query there even when the casino has already paid.
